Create a new app version

post https://app.heedjy.com/api/apps/{appId}/versions

Create an app version derived from the latest approved/rejected version.
If there is another "draft", "submitted" or "in review" app version, a 409 conflict is returned.
The new version is incremented and the status is set to DRAFT. The revision history restarts to zero
